I agree with you that we as descendants should not be blamed for the "crimes" of our ancestors. However, I don't think that we are necessarily. I think the issue now is, are we going to "right the wrongs" of our ancestors. As a nation I think we do need to make up to the Native Americans the wrongs done to them through broken treaties and injustice. I don't think we are being held responsible for our ancestors actions, but in our effort to be better than our ancestors I think we need to "right the wrongs." Just think about this: we trash the earth with pollution and litter and then leave the mess to our descendents. They have the choice to let the mess remain and become worse or let it create other problems or they can choose to try and "right the wrongs" that we did and clean up the mess. Therefore I think it's not necessarily our responsibility to compensate for the Native American losses, but that it's our choice to do so if we want to become better people than our ancestors were.
You were also wondering if other countries are "paying for broken promises" they've made. My answer is yes. Germany is in the process of settling Holocaust-era damages done to the Jews. The people who live in Germany now aren't all responsible for the actions of Hitler and the Nazis, but they are making the choice to right their country's past wrongs.
