Julia convened the meeting at 10:10 a.m.

1. October 10 minutes approved with revisions.

2. Ojibwe Education courses. All proposals had been reviewed by VCAA Office (Linda Rolfe) and minor changes made. Bob had emailed Julia with concerns about the OjEd courses in two areas: (1) lack of emphasis on examinations across all courses; and (2) duplication of content with existing courses. The Council felt that there were many ways to assess outcomes, especially in courses with emphasis on application of theory, and the consensus was that the evaluation methods were appropriate. There was no argument that the spectrum of courses does duplicate an existing program; however, the Council agreed that the vision of the culture-based program had to be considered. The nature of the course proposal forms does not always lend itself to adequate reflection of the vision, but the full program proposal will be packaged with course proposals when it is submitted to the Board of Regents. With that, the Council proceeded to review each course proposal.

The revisions noted for approval were in two areas: removal of referent to AILOS and BOT standards in course descriptions; and in listing of course outcomes, change "Understand..." to "Demonstrate an understanding of..."

  • OjEd 3104, College Skills for Pre-service Teachers, 2 credits, approved with revisions, including a P/F grading basis.
  • OjEd 3200, Ojibwe Language for Teachers, 4 credits, approved with revisions.
  • OjEd 3201, Holistic Instruction and Assessment, 3 credits, approved.j
  • OjEd 3203, Health, Wellness and Movement, 3 credits, approved with revisions.
  • OjEd 4100, Conversational Ojibwe for the Classroom and Community, 4 credits, approved with revisions.
  • OjEd 4101, Language, Literacy and Literature, 4 credits, approved with revisions.
  • OjEd 4102, Oral Tradition and Language Acquisition, 4 credits, approved with revisions.
  • OjEd 4103, Elementary Mathemataics Methods, 4 credits, approved with revisions.
  • OjEd 4104, Professional Development, 2 credits, approved with revisions.
  • OjEd 4200, Ojibwe Language Methods, 4 credits, approved with revisions.
  • OjEd 4201, Understanding our Environment and Mother Earth, 4 credits, approved with revisions.
  • OjEd 4202, Minnesota Based Treaties, Sovereignty, and Tribal Government, 4 credits, approved with revisions.
  • OjEd 4203, The Inclusive Classroom, 4 credits, approved with revisions.
  • Ojed 4600, Student Teaching; and OjEd 4610, Professional Issues were referred back to the Department. The Council sees no assessment of American Indian Learner Outcomes; nothing to indicate there would be a different way of teaching after leaving this program; no reference to language.
